To achieve better health, care, sustainability and workforce, the 2nd Riyadh Health Cluster will work in collaboration with the organizer and funder to achieve health transformation initiatives, which include:
- Health Sector Governance Initiative:
Through governance, the role of the legislative body, which is the Ministry of Health, will be defined so that it is the sole body issuing legal and regulatory policies in addition to being a supervisory body over the rest of the executive institutions.
- Institutional Transformation Initiative for Healthcare Facilities:
The initiative aims to provide healthcare services with higher quality standards, efficiency and productivity, and to separate the provision of healthcare services from the Ministry by forming health clusters, including the second Riyadh Health Cluster under the supervision of the Health Holding Company, so that the work units of the health clusters are freed from the central decision-making in the Ministry, as the clusters will eventually transform into independent organizations. It will be:
- Regulator and Legislator (Ministry of Health)
- Service Provider (Health Clusters)
- Financier (Guarantee and Service Purchasing Center)
- Modern Care Model Initiative:
The health cluster will work to make a radical change in the care it provides to beneficiaries in line with the modern care model. The cluster includes primary care centers, public hospitals and specialized services so that the beneficiary can obtain all the required services during his visit to these clusters through an integrated administrative organization responsible for ensuring the flexibility of service procedures, the speed of service provision and ensuring beneficiary satisfaction. The modern care model will ensure safe and rapid care centered around the beneficiary, which is provided efficiently and effectively.
- National Health Insurance Initiative and New Financing Models:
Establishing a national health care payment entity (National Health Insurance Center) whose mission is to enhance the value and quality of health care. This entity will be funded by the Ministry of Finance to activate strategic purchasing of the service with the aim of providing free, high-value care to citizens. This entity will contract with the health cluster to provide free, high-quality care against a budget based on needs, through which citizens will enjoy comprehensive medical insurance (free) for all diseases at a rate of 100%
Digital empowerment in healthcare will be one of the effective factors to keep pace with digital transformation in all affiliated sectors.
Because the workforce is the basis for achieving a balance between absorptive capacity and skills, the program seeks to enhance the quality of preparing the workforce for the labor market at all levels.
- Private Sector Participation Initiative:
One of the most important pillars of health transformation is involving and increasing the role of the private sector in health care, which helps achieve the transformation goals by increasing capacity and improving efficiency.
